when to start disciplining toddler?

My DS (16months) keeps pushing boundaries every day and for the last few weeks becoming increasingly more difficult to deal with. He goes to the nursery full time and apparently he's an angel there but complete opposite at home. I am reading conflicting advices online one saying less than 2yrs is too early and others saying 8months is old enough to introduce discipline. He doesnt speak at all but seems to understand a lot.

I want to make sure I dont miss a boat here where I let him run wild and then it will be more difficult to discipline him but having said that I dont want to make him miserable by introducing something he is simply too little for.

What sort of things does he do? It is hard at that age but a firm no and remove/distract is sufficient for most things. If it's things like wanting to walk rather than be in the pushchair in a busy shopping centre then you have to just stand your ground and let them tantrum.
