Nearly 3 year old hitting

I'm at my wits end with my almost 3 year old DS's behaviour. He is fine and well behaved if we are out doing something and at preschool but at home just with me and his baby brother (8 months) he keeps hitting us both in the face. It can be a whack or a sort of tickling manoeuvre or poking at the eyes with a toy. It usually comes out of nowhere- there's no build up, it's not hitting out of frustration or after being told 'no' to something. He'll just be doing something totally happily and then reach over to me or the baby and wallop us.

I've tries techniques from 'No Drama Discipline' and 'How to talk so little kids will listen'. They don't seem to have made any difference. He just learns what I expect him to say, says it and carries on as he was. He's quite happy to say sorry but will do it again 5 mins later. I've also tried time out in his room and quite honestly sometimes I've just shouted him, particularly if he's hurt the baby. He doesn't really seem to care.

I think it's probably to do with getting attention / jealousy of baby and is worse at the end of the day when tired but I just don't feel like I can ignore or not react to this behaviour. And now the baby is crawling it's harder than it was to keep them apart.

Does anyone have any suggestions?
