Csa and benefits

I'm so annoyed and need some help if anyone has been in the same situation!

Apparently my ex and father of my twin boys has recently started earning £356 a week and so I was informed my payments would go up from £7.53 a week to £47.

Just spoken to the cma/Csa and apparently he is on some sort of uncommon benefit that means he can earn whatever and still only pay the minimum as if he was on benefits! The guy said he had to take advice as he wasn't familiar with it and has never seen it before! But I'm hoping to that someone might have an inkling of what this benefit could be?

I've had no contact with the douche for 15 years, so can't contact him!
