Can 999 call result in a referal to social services if they heard an argument take place?

OP posts:
Are your children’s vaccines up to date?

Can you give us more information ?

Simply put, if police attend an incident and there are children there, then yes, they would refer in. Not sure if that is what you are asking though ?

Do you mean might the call handling centre make a referral to social services if they had concerns given what they heard? Simple answer is yes. They are under the same duty to report as any other public body & same obligation as anyone.
