14 month old biting and pulling hair

Please help! I'm at my wits end, my 14 month old has taken to pulling hair and biting (mainly my 3 1/2 year old).
He does this when told no or someone has something he wants (actually he just does it when he feels like it)
What on earth can I do to stop it? I tell him no and move him away but is 14 months too young to understand?

Hi sadly no advice as mine does the same but mainly to me or anyone with alot of hair !
I also say no etc but he laughs and often does it again. !!
So I feel your frustrations. Hopefully someone can gives us advice !
