Biting 18mo old help! I

My just nearly 18mo old is going through a biting phase. Started at about 16m and has been on/off ever since. At first it was only me and my partner but has since started to happen to family and at nursery. It stopped for a few weeks and its started again. A lot of it happens when he is at nursery and is a combination of unprovoked biting to deliberate biting out of annoying ie another child being in the way/taking a toy. I try to be consistent, very firm NO, Stop biting please it hurts. Then will put him down away from me. I then really praise when he his kind and gentle or shares nicely. Also he can hit and pull hair too. I again take same approach, however he can go from giving kisses to suddenly hitting, sometimes it seems to be a build up of just excitement and it comes out in hitting/biting. I have the ‘teeth are not for biting book’ any tips would be much appreciated!!
