My daughter is a foster carer. One of her foster sons was caught shop lifting. The Social worker said that despite her giving him £6 a week pocket money to spend as he chose and also providing sweet puddings of his choice after the main meal it was her fault as he clearly felt too intimidated to ask her for more sweets. He is in Y9.

What's your question? He might or he might not. He might have been doing it for a secret thrill or in the hope of getting caught, as a dare or because of bullying. To get her attention or to get sent away.
Any number of reasons
