Waking up very early!

My 23 month old has been waking up at around 4am for nearly a year now. He goes to bed at 7pm every night after dinner, bath and milk. And for some reason he wakes up between 4am - 5:30am, normally closer to 4. He goes to bed fine and doesn’t wake up during the night.
He’s our second child, our first child had the same rountine and had always slept a good 12 / 13 hours a night. We ridged for routines, but this time it’s not working.
We’ve tried leaving him to cry and it’s gets louder and in the end he wakes our eldest. We’ve brought him into our bed and that fails as he just wants to go downstairs.
By 9am he’s shattered.
He still has 1 nap, but only 1 hour max, normally in the morning due to being tired.

Any help or tips?

My DD needed to drop her nap about this age. Maybe you can try pushing his nap to the afternoon and have bedtime a bit later. Gro clocks can be useful - they are on special offer at a few places at the moment.

No advice but following as I'm going through the same with my 1 year old, was up at 3.50am today and he wouldn't go back to sleep, I'm pregnant so really want to get things sorted

Could he be cold maybe? Am having moderate success with my 15 month old getting him to sleep until 630 ish now with an extra blanket, I think he was waking up cos he was cold then getting in a tizz and not being able to resettle.
