What shall I put under her snowsuit?

Baby group is a 40 min walk and the temp has really dropped recently. It's going to be 1-2 degrees on our walk so am I okay for my daughter to wear a vest, top and cardigan under her fleece lined snow suit?
(She's 8 months)

Indoor clothing I would say. Thin pants and top. I think of a snowsuit like a body jacket. What would you put under her jacket or coat? Do the same for snowsuit.

I always found the '1 extra layer than you' guide to be helpful. a snowsuit is just like a long coat so clothes underneath would be needed.
also bearing in mind if I was sat in a pram and not walking myself I would feel the cold even more so an extra blanket over the top might be needed too on very cold days
