4 yo whining/talkback/refusal to listen

Describing every 4 year old going I suppose.
I need better tools though, the yelling in this house is becoming unbearable Sad
Any top tips? Her 2.5 yo sister is picking up all the habits so I'm despairing.
Tried action vs consequence. Toys are removed - results in a cacophony of screams, hours of sobbing.
Rewarding desired behaviour - marble jar, rarely visited nowadays. Marbles are never removed but fewer are going in as the behaviour just worsens.
House rules - falls on deaf ears
The defiance in my daughter gives me great hope for her adult life but right now in this house it is unwelcome!!
Any tried and tested tips? TIA

Is she in school? The first year makes them so tired and crotchety.

Ignore whining and talking back, give positive attention to good behaviour. Keep on top of food and sleep. Keep rules few and simple. Be silly to provoke laughing and good humour, make chores or tasks fun. Punishments are for really bad behaviour.
