How to talk to grand parents that won’t let go

I have a 11 year old step daughter who when she stays with her grand parents once a week seems to regress. She’s fine at ours and at her mums but grandma won’t let her grow up and has openly said she doesn’t want her to grow up. Last weekend my step daughter got a heat rash and wouldn’t stop scratching it so rather than give her an anti histamine she put ( and this is the bit I can’t get my head round) a pair of socks on her hands and tied them with wool in a cute bow like you would put mittens on a baby ! They she sat with her and did everything for her. My mother in law is very touchy and you only have to say the slightest thing to her and she cry’s. She had a very tough up bringing herself but I know she’s worrying about everything , maybe she feels she won’t be needed once my step daughter has grown up I don’t know . I know we have to deal with this quickly as the last thing I want is for her to go to high school and be picked on. This only happens at her grandparents, I know it’s easy to say just tell her but I need to find a better way to do it and soon ideas please
