Over keen neighbour!

I have a new neighbour... she just moved in yesterday. She's very friendly & today she caught site of me & my 10mo DD in the garden. She obviously loves kids but tbh she was a bit pushy a bit quick. She kept picking up DD even though she was playing on the grass & moaned to get down every time. When my DD was getting frustrated & putting her arms out to me she didn't react & give her back to me, honestly she was to touchy feely (even kissing babies head!!) first time I've met her! Then she said 3 times please let me babysit! How can I keep her at arms length?! I'm not seriously going to consider letting this stranger look after my baby (although I'm sure she's harmless) I don't like this over familiarity already, but also don't want to be rude & say please don't touch my baby....!? She is from Latvia, maybe this is normal for neighbours, or maybe she is just one of a kind... HELP.
