Reception age birthday party

Dc has decided what party they want, we can only invite 20 from a class of 30. Would it be 'wrong' to send the initial invites then, assuming some decline send more invites later ?

I think that’s fine. Or I also think it’s fine to have a smaller number too. The problem is you may not get rsvps till quite late so may be awkward inviting extras. Or you may not hear at all and then suddenly all 30 show up. But I do think it’s okay to not invite everyone.
