Siblings constantly agrivating each other!

Hi,
For a good few weeks now, my 7 and 11 year old children seem to constantly aggravate each other. It all starts from one of them touching the other one and then they will end up in a scuffle. We tell them to keep their hands and feet to themselves but there’s times when they’re upstairs in bed, or brushing their teeth together that it happens, so we aren’t always there to intervene straight away. They also share a room and tonight my oldest son touched the youngest with his foot and the younger one retaliated and then it turned into a touching/slapping match. I separated them both straight away and spoke to them separately about keeping hands and feet to themselves and not to retaliate but instead speak to me or their dad, I had to go into their rooms two more times and have told them I have taken 20 minutes of their bedtime tomorrow night (10 minutes for each time I went in) am I doing this right, or is there anything else I should be doing, I just don’t want it becoming an issue and bedtimes becoming problematic.

My 21 and 16 yr olds still 'wrestle'.
It's the way they show affection.
