What electronic device for a 8yo?

We are super strict with screens - 30 minutes on Saturday and 30 minutes on Sunday after homework has been done. A movie on Friday evening and one on Saturday evening too. That's it.
Now, my soon to be 8 years old DS is obsessed with his friends PS4, wii, etc.. etc...
my husband is thinking of buying a small laptop (and disabling the WiFi) so DS can have something electronic and learn to code with it (obviously we would install some softwares before disabling the WiFi).
I don't think it is a good idea (for a start eldest DS who is 10 will be green with envy!)

But I do t have any other idea...
What electronic device could we offer that doesn't encourage hours of mindless gaming and is educational.? Any suggestions?

If he wants to try coding how about a Raspberry Pi? I’d be wary of buying a laptop for an 8 year old. They are portable and I think I would have difficulty monitoring screen time.
