Bedtime palaver

I have a 4 year old boy who never listens to me at home. He will not do anything I ask him to, I feel like there is a constant battle or uphill struggle to get him ready in mornings - like getting up for the day, getting dressed, clean teeth, put shoes on to go to nursery etc. Bed times are also a pain as he will not stay in bed. We (me or dad) usually always have to spend a good hour reading to him until he falls asleep (while the other parent looks after our 5 month old) which on a day he's been to nursery isn't until 9.30-10pm. If we try to leave the bedroom when he's awake then he won't stay in his room. We even considered getting a lock on his door but have refrained so far. There are so many problems! We do have good routines in place (dinner, bath, bed and bedtime stories), but he never listens to whar we are asking, and always likes to push the boundaries or wants to make everything into a game of 'chase me' around the house. It makes me so cross i end up shouting at him at least once a day, which then i feel guilty for, but how do you control a child who never listens? Are these normal problems? Anyone got any advice?
