Applying for Parental Responsibility

How do we apply for parental responsibility for my husband (step dad) if my girls biological father is not in the picture? It is his choice not to have contact. I do not have an address for him, his parents don't see him. The paperwork you can download online insists all people with parental responsibility sign it. However I cannot find him to sign it?

Is your ex on the birth certificate?

Is the father named on the birth certificate? If so then he will need to agree and sign for your husband to have PR. It’s uncommon to get it if he has PR and doesn’t agree.

My son’s step-Dad adopted my son.

He is on the birth certificates. However, if we don't know where he is and he has nothing to do with the children how do i get him to sign anything? Is there not another way of obtaining parental responsibility?

Adoption isn't an option as we live in France and can't do all the observations/visits they require.

I believe you'd have to go through the court process that is used when a biological parent doesn't agree.
