Child's tooth cavity

I noticed my child had a small cavity in her back tooth when she was 3 the dentist said I could either leave it or have her referred. I opted for referral but never heard back so presumed it was not such a big problem that was 2 years ago and the cavity has gotten worse and she was in tears with pain today but it went off after a couple of hours.
I am contacting the dentist first thing but after research on other posts I have noticed the dentist treated the small cavity.
I am now upset that they gave me the option to leave it at the time and the fact they have not referred her either . Has anyone else had this situation ?

Referred? For a filling? Referred where? That seems absurd, surely they should just have filled it..?
