Removing parental rights?

I am considering looking into it. Ex has minimal contact with LO, never pays any child maintenance- skips thoughy jobs quicker than anyone I've ever known, and when he does see her it's just a quick visit to the park.
I'd like to change her surname to mine as he has no involvement, she doesn't know who he is and over the 3 years of her life he's managed to give her one birthday present.
I gave up trying to organise visits ect as trusting him to show up in the beginning resulted in me not being able to go into work. I stand by the policy if he wants to see her then he knows how to contact me. Surprise surprise he never does.
I know a bit about the c100 and £200 costs in court to start proceedings to change her name, but would like advice from someone who's tried to get full PR ?
Would just like to be able to call her by my surname instead of the absent "parent"

Changing name doesn't change parental responsibility. If he's on the birth certificate he had PR
