How to use Phil & Ted's Explorer Double Buggy?

Just got one of these second hand, and I'm feeling a bit clueless.
I assumed my toddler would sit in the bigger front seat looking out at the world, and baby in the underneath smaller seat. But it seems the cocoon goes in the top seat, fully reclined. I think my 2.5 year old will hate being underneath! Wondering if I've made a mistake! Please can someone help me with where to put the kids and at what age. I will have a newborn and toddler. Maybe I need to wait until baby is older before I use this buggy, and then put baby in the bottom seat? In which case I won't bother buying a cocoon. Feeling confused! My 2 year old is not a good walker, and so hence why I felt I needed a double buggy.

I had a sport which I think is similar.

For a newborn, the cocoon goes in the main seat BUT the second seat sits on the front not the back I think. Then when you ditch the cocoon you put the second seat on the back and the toddler goes in main seat at the front and baby sits at back.

This is all SO helpful! Thanks all, I'm glad I asked here! I will get the double hinges. I do have that plastic flap attachment -- didn't know what it was for!
