European city break with 3 year old twins

DH and I are really looking forward to being in a better financial position next year and hope to go on a few city breaks. We both really enjoy sightseeing and miss Paris and Rome however we now have toddler twins who will be 3 in October and need to keep them entertained! I am happy for DH to go off for a bit to do some photography whilst I take the kids somewhere but all the online articles I read (about city breaks with kids) are catering for older children. Does anyone have any ideas on where we could go that would suit us all please?

I have 3 year old twins too. We have done Helsinki: good free museum with plenty of kids, free entry theme park with free rides for those under 100cm and Copenhagen: great parks, lots of nice things to walk around, churche you a cimb up outside, aquarium. We plan to go to Oslo next year. These places all very clean, easy to navigate, very child friendly. We use air b n b so we can chose child friendly. They leave toys and in copenhagen left their buggy for us. I love travelling with my two, enjoy!
