When does bullying start. Are 2/3 year olds capable of malicious bullying?

Depends how you define it. There's a little girl at my toddler's nursery who hits her and teases her and laughs when DD falls over, etc. I don't know if that's just a very naughty toddler, or if she's deliberately bullying DD. They're both 32 months old.
