I don't like my children's school. WWYD?

Hi,
My dd is in reception and ds (sen) is in nursery. I am also a governor of the school since December.
The more I learn about the school from being a governor the more i think the school isn't very good. The attainment and abilities are very much on the slide in many subject areas. A new teacher has been unsupported and her class's results are particularly poor. The school doesn't offer much extra stuff eg. school plays, languages, sports teams, trips out, musical instruments etc like other schools in the area do. My dd has lost confidence since starting in reception especially in literacy. They don't have much understanding of my ds particular sen condition.
There is no drive and the staff are full of empathy, any offers to help eg help in class.or office or set up a pta are rejected. The school grounds are awful, litter from the kids at break is left on benches to blow, brambles and thistles in the garden area. Nursery playground is the size of my kitchen with 2 scooters and foam bricks. Parents.smoking and swearing.on school grounds. I complained and the school said "we can only try and ask"
The list goes on!
I could put my children on the waiting list for another school. But what if they is only space for one child?
I have tentatively mentioned moving schools to dd but she doesn't want to because she'll miss my friend.
I feel so sad this is their experience of primary school which is so different to others experiences!

What should I do? Please help.
