Baby head float

Are these baby head floats safe for small children to use in a bath/pool.
They are big in the USA.

I so wanted this thread to be about a floating baby's head, perhaps as a baby shower balloon or something.
Oh well.
The actual floaty baby spa things were in the news in the last few days as not being safe.

Yes, it doesn't seem right to dangle a baby in water by its neck does it? It just doesn't sit right with me! (Disclaimer- no expert)

I had one for ds2 great as i struggled to hold and wash with a back problem but i would not be out of reach or take my eyes off for a second.

Oh I used it in a shallow bath so he could touch the bottom and sides.
