HELP PLEASE!! Costume for Red Nose Day, theme: people from the past

DD's primary school sent a letter home asking all children to dress up as 'someone from the past' for Red Nose Day next Friday. Thought about a Victorian outfit, but I've got nothing to make one out of, and the ones on Ebay are a bit too expensive for me. Charity shops round here don't have anything suitable for this either. Also thought of a 50's costume (think Jive dancer) but same problem with that too. Out of her dressing up box, the only thing that still fits is the witch costume.
Please help, I'm crap at this!

How about serving/pirates of Carib wench type?

Full skirt, school uniform-type shirt with sleeves rolled up, scarf tied around waist with flowy bits hanging. Shawl on shoulders. Boots or black shoes. Hair loose but either wearing hat (bonnet/mob cap) or scarf tied kerchief style.
