Red, hot, cheeks in toddler and baby

My 2 year old an 11 week old have both got red & hot cheeks, look like they are wearing too much blusher. No temperatures but runny noses (as always!)

Any idea what this could be?

Dd is also prone to heat rash and wind rash on her cheeks

Teething would be odd as it's both of them at once. Not a heat or wind rash, think more likely viral, but would slapped cheek cause heat?
