12month old refusing to drink anything but milk, refusing sippy cup too. Help!

Have been trying to introduce water/juice and suppy cup since 6 months and DS just turned 1 and we had a health visitor visit and she told us that he should be off bottles soon and only be having milk at morning and night with juice or water for the rest. But ds is flat out refusing anything but milk, he will not drink from 6am till 10pm if it was anything but milk offered (health visitor said to just offer sippy cup and water and not offer milk and bottle and he will eventually come around)

But hes just not at all. Any one had this issue?

I question why bottles are worse than cups for the teeth - I mean, I use straws to protect my teeth when drinking sugary drinks from a cup. So isn't it the same principle, the teat kind of bypasses the mouth and teeth a bit whereas sipping from a cup instantly bathes the teeth in the liquid? Am I missing something as to why the bottles are a problem for teeth? Currently I'm giving LO sips of water from the Miracle cup and from a sippy cup just to get her used to different methods of drinking water. Not sure how that will go when I switch from formula to cow's milk, though I would love to stop washing bottles and teats that's for sure!
