Milk-obsessed 17 month old

17 month old DD is obsessed with cow's milk (we weaned from breastmilk at 12 months). She wants it first thing in the morning, before every nap and when she wakes up in the night. She drinks 4 cups a day (250 ml each) and probably would drink more if we'd let her.

Is this too much? Would it prevent her from getting more important nutrients because she's no longer so hungry for food?

How can I get her to drink less without throwing a tantrum? I've tried offering water and/or fruit instead, but it doesn't seem to hit the spot.

I've got a similar concern with Dd2 16mths - she has 4 bottles a day (at least you are on cups!).
I've started reducing the qty gradually & nursery are doing the same so now she has 120ml first thing, 150ml X2 at nursery & then 150ml at bedtime but done it gradually and at weekends she might skip a daytime bottle & have more at nighttime.
