fighting siblings 18 & 15

so my 18yr old has always bossed around my 15 yr old and generally ruled the roost. tonight 18yr old pushed 15yr old and 15yr old retaliated and had 18yr old against the wall hurting them. it was over and done with quickly. 18yr old is horrified (me too) 15yr old is upset and won't apologise. I think 15yr old just finally snapped after being placid for so long and 18yr old had it coming
should I be annoyed with 15yr old? I'm not, I think 18yr old has finally been put in their place

If the 18yo was physically hurt by their sibling then an apology is necessary.

A chat with the older one about not deliberately winding up their sibling would be appropriate, but when you retaliate with violence (other than the reasonable defence of your own safety) you are in the wrong.
