One to one time without feeling guilty to others

How do you do this? Particularly families with small kids close in age. In my case 4y4m, 2yr10m and 13m.

The baby is a little easier but my eldest two are such a double act, do almost everything together as they love to but I feel dd1 would love one to one time too. They both would so it's so hard! Like a museum date? Dd1 would understand more and is at that questionable age. Dd2 also but obviously not 4yrs of age understanding.

How do you do this fairly without feeling guilty? Especially when the siblings are very close but need to know their individual time is also important. Age differences etc.
