Are comforters safe?

Maybe a daft question, but I know cot bumpers are potentially dangerous and loose blankets through fear of suffocation/air circulation issues. But what about comforters? Ive seen so many that look lovely for a little one, but surely they could pose the same potential dangers??

Dd has one and the little bear stops it laying flat, and it's so small even if she put it over her face I don't think it covered much.

Go with your gut though. If it's going to make you anxious don't get one.
