£40 back from council?

Just a quick question - can't find a telephone number to phone them and ask.

The council have one of those schemes here they give you £40 back if you buy reusables.

Does anyone know if I can use an ebay receipt to claim back the money or do they have to have come from somewhere 'proper'?
