Help- zeta vooom raincover

I've just spent 20 mins trying to attach it! The top part pops on really easily but I can't work out what to do with the loops at the bottom! X

The loops should popper open so you can loop them around the bars near the wheels and popper together. I loved our zeta but it's just broken :(
