Library, different parks (tube or bus to get there is the best bit!), trip to nearest big station to watch the trains, seeing friends with kids, paddling pool, bike / tennis racquets / scooter to the local park, city farm, trip to Pret (free babycinnos for kids, 99p filter coffee for me), all day trip to Diana fountain or playground, museums that have interactive things... Oh, and look out for free events eg our local bus garage was 100 years old, and had an open day to celebrate. We went through the bus wash on a double decker, it made dd2's week!

Oh my goodness I cannot believe you live in London and are saying this.

I also cannot believe they don't like any museums have you actually been to any of them? Nearly all have child friendly areas. My DD thinks she doesn't like museums until she goes to visit them.

My cousins live in London and are the same age as my DD and DS1, they spend all the holidays doing different free activities. Football camps, theatre groups, carnivals, some kind of play scheme thing, special events at museums, in parks or art galleries, there is so much going on.

My kids get to go to town the park or go to the woods for free. Once a year there is a play day in the middle of our town which is great fun but only one day out of 365.
