Keep windows closed and put a hat and wraparound sunglasses on outdoors. Don't hang clothes outside to dry. Put small amount of vaseline around inside of nose to keep pollen out. If really bad go to Dr who can prescribe liquid antihistamine.
Are the eyes runny with clear fluid or coloured pus? If it's clear then usually allergy if coloured pus then often infection.

Check with your GP but I had to give my dd over the counter antihistamines liquid at 3 weeks old! 1ml twice a day and it worked a treat
