Why can't she go?

My daughter 3yrs 2 months knows when she needs to go to the toilet, will go and sit on it all by herself but will not actually go. She can be desperate but won't wee until she's come off the toilet may be a few seconds or minutes later and has an accident. I've tried reading stories to her whilst she's on the loo, turning taps on, making her laugh - but nothing seems to work. Help?

My dd is very similar. Will sit on the toilet with her nappy on. Go through the motions right up to wiping her bottom (over the nappy) and saying she is done. Take her nappy off - fine, no problem - until she needs to do something and then she cries for me to put her nappy on. She is 3y2m aswell. I'm leaving her in nappies for the time being.

Perhaps I should put her nappies back on at home for the moment. I forgot to mention that she goes to a nursery three days a week and they say she uses the childrens toilets there. Last Mon//tues she had no accidents at all at nursery but then on the Wed she had four accidents and when at home Thurs/Fri she wouldn't wee in the toilet at all. I didn't have all these problems with my son and I was told that girl's were easier to train!
