bunk bed ladder safety

Does anyone know if there is some sort of safety contraption that you can attach to the bottom of a bunk bed ladder that allow older children to climb the ladder but stop 2 year old monkeys? My youngest has never shown any interest in it before but in the 1-2 mins I was in the next room last night, he managed to climb to the top and then fall off so I had a lovely evening in A&E, he's ok thankfully!

In ikea they screw a sheet of acrylic to the bottom of the ladders on their bunk beds to stop kids climbing up - you could probably try this as the older kid could do a big step / pull themselves up but the toddler couldn't?

thanks, I'm going to screw some hardboard on I think. I wouldn't put it past him to climb over that too though!

We took a rung out the climbing frame so DD2 could get to the slide, but not on to the top of the monkey bars.
