Ds1 and ds2 have smartphones so blocking it on the PC alone won't work. Or can you block it on the phones themselves?

I think you can set up controls on the router, it's something we need to look at. For 3G content you can do through the provider normally.

yes, you can block through your wifi router if you have parental controls on it. I have to set up a guest account on mine which can filter but the main administrator account doesn't.

Check with your broadband provider as well, they may be able to do something.

Yes you can.

But be aware that smartphones can use local hotspots - we're on a hill and dd was able to access Facebook/Internet without using our router or her phone credit.

You cannot 'block porn', only exclude content as specified by the provider of a filter.

You can make it, and a number of other categories of content, harder to find by using filter (such as K9) and you can put put on phones. If you do not use a device-based filter, then they will be unprotected as soon as they leave your house.
