Bleeding belly button/ advice needed!

So when my babies cord fell off there was still part of it attached, sort of looked like a little stump nothing too big. Midwives kept coming to check on it and then eventually signed her off and told me to take her to the doctors as it was still bleeding at 4 weeks old. From 5 weeks old doctors said it was scar tissue that wasn't healing and treated it with silver nitrate sticks to burn it off. At first this stopped the bleeding but the scabs would fall off after a few days and it would be bleeding again. They treated her with this on and off until she was around 6 months (after seeing other doctors to check this was the right course of action as it lasted so long). After than consulting a midwife who said it shouldn't be bleeding for so long I then went back and they gave her more sticks to use, wouldn't give us a referral to hospital or a specialist as they kept saying its normal and nothing to worry about.
she's now 10 months we have changed doctors and these have now been giving her a cream to put on it but it's still bleeding. There's no skin over it it's just a red tiny stump, would just look like an outie if it wasn't bleeding. It's never bothered her or caused her pain but now whenever I bathe her she seem to scratch at her sides a lot so I'm wondering if she's noticing it more.
Have spoken to a different health visitor who is contacting a different paediatrician about it and I've made an appointment and plan to ask to see a specialist as at 10 months old it surely should still be like it?
has anyone else's children had anything like this or has anyone come across something like this/any midwives out there??
sorry about such a long post!! It's just really worrying me and all the different professionals I've seen don't seem to think its a problem yet a lot of people seem to think its wrong!

Could it be a little umbilical hernia? After dd's cord fell off it was gooey and bleedy and like you said it looked like a bleeding outie. Hv said it was a wee hernia and to leave it for a while. It did sort itself after a few months though and now dd has a little starfish innie.

I hope you get it sorted.

My friend's son had this and he had a little operation where they cut the belly button back a bit. It healed straight away with no problems. The op was very straightforward and he was only in theatre for about 20 mins and came home the same afternoon.
