My 23 month old is never happy!

I have a 23 month old daughter and a 16 week old daughter.
My youngest is an angel, I hardly know we've got her, she is very happy and content she plays on her mat, under her play gym or in her bouncy chair, she is not clingy and therefor apart from feeding she doesn't take up all my time.
This means I have plenty of time with my oldest. But sometimes there is just no pleasing her at all!
We do have good weeks where she is happy and plays nicely on her own as well as doing activities with me, but other times, like this week, she drives me crazy!
She likes going out so I take her to the park and the ducks, we go to visit her friend who is the same age and often go to play centers. But when we get gone she does nothing but moan, moan, moan! And it's so draining!
She loves mark making so I let her play with paints, pencils and paper, even felt tip pens.
She likes getting messy, so I'll get out glueing and sticking, play dough, even water play in the dining room. She has loads of toys to chose from and she has my time as I'm at home with her full time at the mo.
What more can I do to make her happy and stop moaning?

No real advice but can offer sympathy. My son was an absolute nightmare just before he turned two. He seemed to whinge constantly and it was so draining, many days I counted the hours to bedtime.
The good news is he's 26 months now and while he's in the throes of tantrums etc his happy times outweigh the grumpy ones.
