Help needed with a 4 year old, PLEASE!!!

Any advice would be gratefully received. I have 2 girls, Ellie is 6 & Izzie is 4. Ellie is a very good girl overall but Izzie is the complete opposite. She doesn't care when she loses treats as a punishment, when we tell her off she is very angry and always shouts or hits out in frustration. She also laughs when we tell her off, there is never any remorse. I always follow through with what I say & am at the point where I don't know where to go from here. Any ideas?!?!?

Go out of your way to praise both girls when they behave & are good. One-to-one you may find Ellie is suddenly very reasonable, too, give both girls as much 1-to-1 as you can.
Don't fall into a cycle where Ellie gets attention for being good & Izzy gets it for being bad.
