Potty training - can it just happen?

dd is 2y11m. She is steadfastly refusing to have anything to do with giving up her nappy. Cries if I take it off for any length of time and carries a clean one around asking for it to be put on. Not interested in knickers at all. If left until she decides it's time to give up her nappy will she still be wearing one at 21 or will she just wake up one morning and tell me it's about time she did without? Is toilet training something that will happen in its own time or do we really need to do something about it? I haven't had this with any of the others who were all out of nappies during the day between 2y and 2y6m.
Any ideas?? suggestions??
