Ds using underwear as nappy

Have started potty training about 3 weeks ago and ds treats his underwear as a nappy. Any suggestions as to help him over come this please?

Could you let him toddle around pantless? Might mean a messy carpet for a while. How about taking him to the toilet and letting him sit there. Read him a story and give loads of praise if he does anything in there. How old is he? Hope it goes well.

I'm doing that at the moment and he's doing absolutely fantastic, even going by himself, but as soon as the undies go on it's downhill from there
