My 2 year old already gets higher rate of care, got claim pack for when he turns 3 to apply for mobility, as he not 3 till July, I phoned to ask if to fill form in now or wait till July? Was told to do now. Anyway sent form off last month, got letter through today saying I contacted them with a change in circumstances but unfortunately that've decided not to change decision, what does this mean?
