How to make a cape which doesn't strangle DD

I'm not sure if this is the right place to ask, but here goes. DD wants to wear a cape for part of her superhero costume for Red Nose Day but whenever I've attempted to make one in the past, by hemming fabric and threading cord through it, the weight of the fabric pulls back and she ends up with a feeling of being strangled all day. Does anyone clever know how to stoop this happening? Thank you.

Could you make the cape then attach it to the shoulders of her t-shirt? I'd be uncomfortable about anything being round a child's neck.

Could you fix it to whatever she is wearing underneath the cape - eg velcro patches on the corners of the cape and corresponding patches on her shoulders. You would need to gather the neck of the cape to give the necessary billowing effect, but just fix it off rather than having ties to do it Smile

OR...
Use the cord to make shoulder straps (just loop the ends back on themselves). She could put her arms through the loops.
