Boring Q about flashing toothbrushes!

Is there any real reason why I can't find a flashing or electric toothbrush for under 3yrs? Is it the small parts or is the head not suitable?
DS is 18 mo and could do with an incentive to let me at his molars!

I used an electric toothbrush for my kids when they were that age. You can buy soft brush heads for them. (they probably werent supposed to be used under 3 years but that may be because it costs more to do extra testing to get them approved for under 3years)
