toddler keeps hitting other children

my 2 year old dd keeps hitting other children. like this evening we were on way home on the bus, and there was another child next to her on the bus. the other child had a buggy toy and my dd was touching it. the toddlers dad said its ok let her play. then my dd was talking to the other child then the litte girl was touching the toy as well, and my dd smacked her in the girls head. a few days back she smacked a child on her arm. i tell her that its naughty and a nasty thing to do. in a stern voice. she does seem to have quite a temper on her. he speech is bad she cant say much at all, so some of it may be frustration. but the hitting needs to really stop. but im not sure how.

any suggestions would be great thanks

There needs to be some consequences when she does it. Violence is not acceptable and she needs to know this!. If she does this when she is older it would give her a bad reputation and no friends. It's probalay just a phase. But yes, consequences. GL.
