Have part-time students ever been able to apply for the maintenance loan or maintenance grant or has it always been just the tuition fee loan?

I don't think you can, no - but your college or university may have a fund. I got a course grant of £265 towards books and transport.

I know you can't now but I want to know if you have ever been able to (say in the last 5 years)

Oh I see - sorry, I'm not sure in that case. Maybe try asking someone from a university finance department?
