Stuffing bib in mouth

DD 6.5 mths is now chewing on her bib during feeding - is this just a phase?

Could she be teething? My 15month old has a dribble bib and likes to chew on it every now and then, or chew on his comforter. His favourite is a wet flannel or sponge!
