Reins for young toddler

What are the best reins for a just turned 14 month old? Would a little life backpack be suitable?

DD2 has a little life backpack. She loves it!
Its really light so they forget they are wearing it. I think DD2 feels very grown up wearing it and always has a big grin.

She has the one with Butterfly wings.
